Prof. Yu-Li Liu is the Professor of the Department of Radio and TV at National Chengchi University (NCCU) in Taiwan. She served as one of the first-term Commissioners of the National Communications Commission from 2006 to 2008. She was the Director of International Master's Program in International Communication Studies (IMICS) of NCCU from 2010 to 2013 and chairperson of the Radio and TV Department of NCCU from 1994 to 1996. Prof. Liu earned her Ph.D. degree in telecommunications at Indiana University in 1992. She was a Visiting Professor of George Washington University, Fudan University (Shanghai, China), Renmin University (Beijing, China), Nanyang Technological University (Singapore), Keio University (Japan), and City University of Hong Kong. She has received grants from U.S. Fulbright Foundation and Taiwan's National Science Council for research projects in the areas of convergence, broadband networks, and digital TV in Taiwan.
Prof. Liu also serves as a member of the Consumer Protection Commission of the Executive Yuan. Before she was the NCC Commissioner, she served as one of the Commissioners of Cable TV Rate Commission of Taipei City Government for seven years. She also served as the consultant for different government agencies for different task forces such as Telecommunication Advisory Board of Directorate General of Telecommunication, Ministry of Transportation and Communication and TV Program Evaluation Commission of the Government Information Office. In 1997, she was the author of White Paper of Culture--Radio and Television for Council of Cultural Affairs in Taiwan.
Prof. Liu also had working experiences in the media. She was an English reporter of the Overseas Department of the Broadcasting Corporation of China (1983-1987) and executive producer, editor and reporter of Chinese Television System (CTS, 1987-1989). She was appointed as a Board Member of the Radio Taiwan International. Currently, she is a member of the Media Ethics Commission of CTS and Eastern TV Channel.

Director Liu leads a professional research team, Division IV of the Taiwan Institute of Economic Research, well-known for its endeavors and studies in the telecommunications field. Dr. Liu earned his Ph.D. degree in network policy at Japan’s Graduate School of Information Systems, University of Electro-Communications (UEC). He was also a visiting Professor of CHUO GAKUIN University in Research Institute of Social System.
With a 17-year experience in Japan, Dr. Liu’s expertise lies in telecommunications policies, spectrum policies, digital and industry economy, cultural policy and Taiwan-Japan commerce & diplomatic issues. Dr. Liu has been involved with the study of telecommunications liberalization policy since 1993. In 2005, he was in charge of the revision of the telecommunications law.
Dr. Liu also served as the director of the Tokyo Office at the Taiwan Institute of Economic Research and a committee member of TAB for the Ministry of Transportation and Communications (MOTC).
Dr. Liu was an author at the Japan’s Cabinet Office (CAO), a leader of the Economic and Commerce Group of the Japan-Taiwan Business Association, a committee member of Taiwan’s Science and Technology Association, a member of the IBEC Research Committee of the Kawasaki City, a fellow researcher in IT Industry for Japan Trade Promotion Association (JETRO), a committee member of NCC Preparatory Office, and a member of the TWNIC International Affairs Committee.
Dr. Liu has been the chairman of the Taiwan Communications Society and continues to uphold the purpose of the Society by inviting relevant parties to participate in its activities with a view to act as a policy-exchange, consensus-building platform that can contribute to the development environment of the entire telecommunications industry.
Dr. Liu’s current working topics regard solutions to create a friendly development environment for 5G technology innovation and applications, big data applications and services, communications and FinTech integrated applications. The overarching theme of the Society’s activities is to drum up financial support for the Telecommunications industry to create innovative value-added services.

He has been engaged in the research of telecommunications-related fields for nearly 40 years and has offered unique insights and contributions to the analysis of telecommunications economic theory and industrial policy. Professor Liu received his Ph.D. in Socio-economic Planning at University of Tsukuba, Japan. He was Professor and Head of the Department of Economics at National Taipei University as well as Dean of Academic Affairs and Dean of Student Affairs at the School of Law and Business at National Chung-Hsing University. Professor Liu’s main areas of expertise are in the economic analysis of communication policies, network economics, industrial economics, and public economics. Professor Liu was involved in the setting of telecommunications rates in Taiwan from 1998 to 2007. He was a member of the TAB Committee of the Ministry of Transportation and Communication from 1998 to 2004. In 1997 and 2002, he participated in research on telecommunications liberalization policies. In 2005, he took part in the revision of the Telecommunication Act and the preparatory work for the establishment of the National Communications Commission (NCC). Professor Liu was Secretary General of the Taiwan Telecommunications Industry Development Association from 2004 to 2008 and Commissioner of the National Communications Commission from 2008 to 2014. He has many years of experience in industry, government agencies, and academia and has a unique understanding and special affection for Taiwan’s telecommunications industry. As the current Chairman of the Taiwan Communication Society, Professor Liu will continue to uphold the purpose of the organization by inviting relevant parties to participate in its activities with a view to act as a policy-exchange and consensus-building platform that can contribute to the development of the entire telecommunications industry. Professor Liu’s current research interests focus on digital platform competition as well as the innovation and application of new technologies such as 5G, 6G, and Internet of Things (IoT). This is especially an important area in view of the fact that the telecommunications industry is just completing its initial core business and is entering a new phase of evolution as it transforms into the so-called new economy and the new software service industry.
